1. Speak to Sabina Thallis in The Harbor Exchange in East Freeport ( -235, -55, 85 ) Copy/waypoint -235, -55, 85 Convince her to give you her white cowl.
2. Equip a white cowl
3. In the housing area of South Freeport, find 9 cowled figures. Talk to them and kill them (even con). You must be wearing your newly acquired white cowl to locate the cultists. (Your cowl must be equipped in your actual equipment slot (Head) to work for this quest, the cultists will not appear if it is only in your appearance slot.)

4. Collect 3 different chests they can drop: cultist's medallion, implicating document and cultist's password
5. Speak to Livilla Ramio behind Seafarer's Roost ( -249, -55, 2 ) Copy/waypoint -249, -55, 2 You must be wearing the white cowl to find her.
6. Speak to Adrianna in the Temple of War.
