A very odd quest, the only thing you have to do is go get another quest and finish it, but the other quest does NOT require you to have this quest. It is more like a bonus, or like getting a coupon book for something you were gonna buy anyway.
Before Sighard will offer the quest, it seems either you have to complete the quest offered by or just read the book "The Case of the Windstalker Rumbler" found by right clicking a bookcase located in Windstalker Village ( -1822, -38, -542 ) Copy/waypoint -1822, -38, -542.

Obtain and complete the quest, The Hunt for the Windstalker Rumbler.
- Note: If you have already done The Hunt for the Windstalker Rumbler before getting this quest, just hail Sighard again immediately and tell him the beast is slain.
Return to Sighard Sayer for your reward.
