What does this information mean?

The quest starter is ONLY available during your SECOND OVERALL run through of the instance - meaning, if you've participated in the Haunted House quest at any time in the past, it'll be your first run through the zone the following year. Once the quest is completed and you exit the instance, the Toy Chest ( -21, 19, 13 ) will no longer appear that year. If you leave the instance, it resets and the Toy chest will not be available to you again until the next year. CS cannot grand you this quest if you miss it.
This quest is also a one-time only quest. Meaning, once you have completed it, you will not see the toy chest ever again on that character. The quest does not appear in your quest journal.

- The quest auto-completes when you accept quest, there are no steps.
