The Temple of Cazic-Thule was built and rebuilt several times over the past centuries by lizardmen, under orders from their amygdalan superiors. - (Souce: The Amygamalion - The Dulling) Both races worship their creator, Cazic-Thule, for whom they dedicated the temple.
Two groups currently inhabit the temple: the Tae Ew Lizardmen and the Thulians. The former guard the temple grounds and upper terrace, while the latter are the guards of the inner reaches of the temple. The Tae Ew are made up of solely lizardmen, while the Thulians are composed of both amygdalans and select lizardmen.
As revealed during the quest, the Heart of Fear, the function of the temple before Cazic-Thule left Norrath, was to summon beings in from the Plane of Fear into the world. The Thulians were the party over-looking the effort, and to this day they remain guarding the sanctum where the summoning took place.
