If you want to get the parallel quest, Evidence for Constable Arathur, at the same time as this quest, follow the following steps.

When zoning into Crow's Resting Place, go straight to the back room and talk to Fippy Darkpaw to receive this quest.
After doing so, return to the first room and kill An Unseen Hand taskmaster.
After killing it, Rollus the Sly (NPC) will turn into an attackable mob, Rollus the Sly (12). Kill him and loot Motley Merchant Manifest (Quest Starter) from his body.
Examine it to start the quest immediately.
