The 10% casting speed increase stacks with:

• 33% from EoF "Nem Anhk" set
• 50% from group AA ability: Divine Recovery
• 14.4% (max) permanent from AA ability: Facile Grace

There appears to be a 100% cap, so when the Epic weapon triggers on top of the AA group buff, EoF set and AA permanent casting speed increase, it caps at 100% rather than 107.4% This brings the larger healing spell "Arch Restoration" down to 1.5 seconds cast time. Of course this only happens when the group AA buff is cast (5 min recast) and you're lucky enough to get the epic to trigger.
