You must be on or have completed Mission Improbable... to gain permanent access to this zone.
You can gain access to this zone if you're currently on the tradeskill quest, Frostfell Decoration Committee: Permafrost!, regardless if you completed Mission Improbable... or not.
If you click on the door before you pick up a quest, nothing will happen. You will get text that says, "Shhh...it's a secret," instead.

There is an Easy and Hard version of this instance. Aside from the mobs being tougher, more Frozen Token of E'ci will drop in the Hard version. All quests can be completed in either version.
This article refers to events, personae and activities only present in-game during the annual Frostfell celebration. Frostfell comes to Norrath each year from (roughly) the second week of December to the first week of January.
