Steps

1. Zone into Beggar's Court: Sweat-Stained Cobbles and do the following
   • Kill 8 Militia guards loyal to the late Captain Lusarius Rommuls.
     • These are the non-interactable Militia guards with the subtitle <Rommuls Loyalist> under their name. Left click them and they become aggro and attack.
   • Place contraband provisions inside the barrels - the barrels look like normal barrels with a sparkly silver effect. Possible locations include...
