You must level 36 or higher to receive the quest.
You may not be able to start the quest if you are above level 40, but it is confirmed that you can start the quest when you mentor down to level 40. On 6/25/2023 Guardian mentored down to level 45 and received the quest.

Kill orcs in the mines until you find a mining directive.
Examine the directive in your inventory.
Speak to Derreg Banning in Grassblade's jail cell. ( -27, -10, 16 ) Copy/waypoint -27, -10, 16
- You must have Deathfist jail master key, dropped from either Jailor Qulkor or Chief Torturer Goortz, to open the cell door. The key will work from both your inventory or bank.
Kill Alchemist Yallessul in the Grand Alchemist Study. ( -14, 9, 31 ) Copy/waypoint -14, 9, 31
Examine the Book of Thoughts in your inventory to receive a runed key.
Open the chest across the room from Alchemist Yallessul. ( -13, 8, 41 ) Copy/waypoint -13, 8, 41
