Steps

1. Talk to Jorlak who will send you to the recent past in the Lyceum of the Recondite.
2. Use the Chronoportal to the Lyceum of the Recondite ( -0, 2, 17 ) Copy/waypoint -0.19, 1.67, 16.52 and speak to Jorlak in the instance ( 135, 0, 69 ) Copy/waypoint 135.38, 0.22, 68.58 to receive the subquests Hello Again, Friend of a Friend and Broken Bones
3. Upon completing the subquests you will receive the Temporal Draconic Conduit Gem.
4. Return to Jorlak in Skyshrine.
