I only saw Lye in Qeynos Capitol District and Flour in Qeynos Province District.
The lye and flour are spread all over the zone and inside many buildings (upstairs also). The quest helper does not show all possible locations. Jado818 (talk) 18:49, December 7, 2013 (UTC)
