I must have spent FOREVER on the top of Pirate's Perch trying to get the update there. The only coords that worked for me were -2028.61, -160.35, 73.02, which is roughly between the brownish-gray rock and the palm tree. Sitting there for a few minutes, and then moving out to the ledge got me the update. NOTE that the quest talks about the 'shade' of the tree...
