Seems this quest is bugged:
You are able to get the Kelethin: Citizenship quest and go see Queen Amree, she will continue through the diagoulge until she says then so be it: you shall become a citizen of kelethin.... <more here about kelethin and serving kelethin>.. DO you somely affirm that you will fufill your boligations to these principles without hesitation? There is no diagoulge for you to click yes on, so at this point you are stuck.

You need at least amiable faction to receive this quest (+10.000 to Kelethin)
