This quest is only available to citizens of Freeport. Citizens of any other city, including any of Evil-alignment, will only be offered the first three quests by Brandus.
The quest Proving Your Worth requires killing many of the same mobs. It is strongly recommended that you do both quests at the same time. You will have to get both quest lines to the same point first.
