Steps

1. Enter The Arbiter's Master, which is a special instance of Nagafen's Lair within Solusek's Eye.
2. Speak with the Arbiter.
3. Speak with Lord Nagafen.
4. Kill the four leaders of the Awakened:
   • Harla Dar, within The Temple of Scale: Pedestal of the Priestess (accessed from The Temple of Scale)
   • Gorenaire, within Ascent of the Awakened: Audience with the Guardian
   • Talendor, within Ascent of the Awakened: Audience with the Guardian
   • Lord Vyemm, within The Laboratory of Lord Vyemm
5. Return to Lord Nagafen.
