To fly in Sodden Archipelago you will need to complete the the crafting timeline. You can use the adventure timeline to gain faction, but ultimately, you will need to complete the crafting timeline and speak to Raffik who sends you to the Western Wastes.
How to achieve +20,000 Faction standing with Port Woe[]
Crafting way
7 crafting quests open up to reach that. Each quest for +1000 faction can be repeated only 3 times and only if your faction is under 20,000. These quests will be enough to reach 20,000 faction.
