Target yourself, right-click on Vel'Arek and select Use. This can be done from any where at any time.
Slay Imzok's Revenge in The Protector's Realm.
Summon and Speak to Manifestation of Vel'Arek again.
Defeat a tactical genius: Slay Selrach Di'Zok in The Temple of Kor-Sha within Chardok, or Venril Sathir in Venril Sathir's Lair within Sebilis. Either will update the quest.
Summon and Speak to Manifestation of Vel'Arek again.
Kill a powerful draconic general (Silverwing) in Veeshan's Peak.
Return to the cave in Kunzar Jungle.
