This zone encapsulates what used to be Qeynos Harbor and The Elddar Grove. In LU64, Qeynos was combined into two zones, Qeynos Province District and Qeynos Capitol District.

Qeynos Province District is the commercial and trading hub of Qeynos. With The Harbor Cache processing all goods brought into the city from every corner on Norrath, the nearby taverns of The Mermaid's Lure and Fish's Alehouse are more than happy to receive the coin of Qeynos' many tourists and traders. The central plaza sitting at the feet of The Grounds of Fate and the entire road leading to the entrance to South Qeynos form a grand market where an adventurer can find anything to suit his or her needs.
To the north, past the human dominated regions of the district, nests The Elddar Grove, home to Arbos, the Elddar Tree and the seat of elvendom in Qeynos. Elves have been essential in the defense and maintenance of the city, so in honor of their sacrifice they have been given civic control of an entire quarter of the city.
