The poggy sifters are higher up than the place where you get the quest. To get to that area, take a balloon to the Tillage Patch balloon stop. The Shadowed Cleft balloon stop (in the lower part of Moors of Ykesha) has this balloon stop, but balloon stops in the upper part of the zone, such as the landing, do not have this balloon stop.
