You need to have at least started Improving Relations with the Locals, and spoken to Zhen-hao Nurwin. After that you will be offered this quest by Kim Nurwin on the other side of the same building.
Level 50+ Woodworker

Harvest wood planks to the northwest of the house at ( -159, 8, -188 ) Copy/waypoint -159, 7.5, -187.5 This can now be done at any skill level.
Go into The Mystic River to the South.
Go to Mara Beach. Anywhere along the beach will do.
Harvest quartz to the east at ( -240, -2, -66 ) Copy/waypoint -239.5, -1.5, -65.5
Purchase 5 Basic Sandpaper (T1) from any resource you prefer.

Go to the East part of the Courtyard of Hope and examine the urn at ( -12, 15, -103 ) Copy/waypoint -12, 15, -103
Return to Kim Nurwin. ( -174, 7, -176 ) Copy/waypoint -174, 7, -176
