Read Perinius' Log that Velric gives you (book in your inventory).
Speak with Velric Torch.
Speak with Perinius Abatro, now beside a tree in Windstalker Village. This will trigger a scripted NPC event. ( -1930, -32, -527 ) Copy/waypoint -1930.00, -32.47, -526.55
You have only a split second after completing the dialogue with Perinius before the scripted event triggers and he becomes un-hailable. If you have multiple group members requiring the update, it is recommended that you coordinate clicks through the dialogue to ensure you all get the update simultaneously. Otherwise, Perinius will respawn at the tree after several minutes if people requiring the quest update remain nearby.
