Unless you already have faction with the village, this area should be accessed by teleportation using Jin'tu's Gift, a quest reward from Battle of Ages Past or Hua Mein Craft: Confusion and Misdirection. Any other means of entering this area will result in the guards attacking and dismissing the player if they get too close. Once you have faction with the village, you can safely enter the village by maneuvering over the mountains to the west of the village.
