What does this information mean?
The Highland Outposts are a series of tent encampments found at the top of the stone ramp leading up from the docks. One of the camps is full of citizens of the evil-aligned cities (Freeport, Neriak and Gorowyn), and another for the citizens of Qeynos and Kelethin - one that is shared by citizens of Freeport, Neriak and Gorowyn, and another that is shared by citizens of Qeynos and Kelethin (but not New Halas).
A third is populated by some researchers and scholars who're attempting to study some unique fossils
