This NPC is a vendor inside of the Frostfell Decoration Committee: Permafrost! version of The Icy Keep. In addition to the Frostfell fuels, he also sells the recipes needed to craft a key and loot the year-round Frostfell stations The recipes:

• A Merry Key (Recipe)
• A Cheery Key (Recipe)
• A Festive Key (Recipe)

Additional Merchants:

• Gerbi Frostfoot sells most of the "big" event items like the holiday themed mounts, ice-themed house items, all of the event armor and other gear.
