Click on the ballot box until you find a metal object. To save time, each time you click the ballot box a blue window will pop up with some dialogue and the option to "[Set Aside]" the ballot, which will close the window if clicked. You don't need to do this, you can just keep clicking on the ballot box and it will still count towards the progression. When you get to the last blue window it will have the option "[Take metal object]" which you will need to click to take it to get the first key and close the last dialogue window.
Speak to a Gigglegibber ballot counter and choose either "the other candidate won" or "the first candidate won". Either option will update and complete the quest.
