Steps

1. Collect the unsigned pardons. They're on the second floor of the Freeport Militia House at ( 138, -7, 132 ) Copy/waypoint 138, -7, 132.
2. Speak to T'ral D'zarn at ( 4, -7, -136 ) Copy/waypoint 4, -7, -136 in the Academy of Arcane Science, North Freeport.
3. Enter Longshadow Alley: Daeneth Cloister by clicking on the door at ( -92, -35, -367 ) Copy/waypoint -92, -35, -367 in North Freeport.
4. Get 5 wanted posters. These look like clipboards with a white glow. Known locations:
   • ( -23, 4, 32 ) Copy/waypoint -23, 4, 32
   • ( 37, -0, 9 ) Copy/waypoint 37, -0.09, 9
   • ( 36, -1, -15 ) Copy/waypoint 36, -1, -15
   • ( 20, 0, 2 ) Copy/waypoint 20, 0, 2
   • ( -20, 1, -11 ) Copy/waypoint -20, 1, -11
5. Return to T'ral D'zarn in the Academy of Arcane Science.
6. Speak to Privateer Twitchwhisker in South Freeport.
7. Go to the magistrate's office in the Freeport Militia House and swap the papers by clicking the table around ( 169, -23, 132 ) Copy/waypoint 169, -23, 132. Note:it's downstairs, shiny Scroll on a table.
8. Return to Privateer Twitchwhisker at ( -235, -56, 155 ) Copy/waypoint -235, -56, 155.
9. Return to Captain Siren at ( -302, -58, 138 ) Copy/waypoint -302, -58, 138 to complete the quest.
