The method for how these materials drop have been updated, but not confirmed. The recipe should drop (100% chance) in the chest of the last boss in Plane of Disease: The Source. As such, it will be subject to normal looting rules. This is part of completing the Crafting Completionist Achievement which part of what is needed to receive Celestial Teachings from weekly heroic missions. One of 4 "easter egg" recipes in the PoP Heroic zones. If you obtain the materials, you can make the items. Hints have been given that making all four has a special effect, yet unknown.
Some of the items drop from final named bosses, but in the case of the Plane of Disease, you must find a clickable flower or an ooze which has watery waves like the poisoned water, but is round. It may be anywhere in the marsh, and has been found on the island with the grotesque visages. The clickable flower depops if everyone leaves the instance, and if you leave the instance after the last named is down, it's rumored that you will not be able to find it if you return.
If you find the correct flower to click, you will get a "hand icon" when you mouse over it. Be careful, some groups have devised a /random roll to decide fairly who will get the no-trade items. There is no loot announcement so you don't know if someone found it or not. When you click the flower you get a foul smelling liquid, when you click it or attempt to examine, it will start a quest to complete the item.
