Juna asks you to pick up Balarus' armor and blade in Felwithe.
They can be found in the building in New Tunaria just before you reach the castle at ( -358, 96, -497 ) Copy/waypoint -358, 96, -497 and ( -368, 96, -481 ) Copy/waypoint -368, 96, -481. They are 2 highlighted pieces on the pedestals as the Armor and Blade of Therius of the Truth. When you obtain them, they will be identified (by a system message) as Balarus Verimisilian's items.
There are several see-invis mobs that are green and agro to a level 70 in the area of these pieces. Fighting for the pieces is probable.
Go to The Combine Spires in Greater Faydark. In the center of the spires is a ghostly presence, shifting in and out ( -436, 75, 322 ) Copy/waypoint -436, 75, 322. Interact with him and give him the armor and blade.
He respawns as a 70^^^ Heroic shadowknight - Balarus Verimisilian - and attacks you! Kill him, of course.
