#From the Commonlands, enter the Thieves' Way. Take the South Freeport sewer grate to zone into Freeport -1251.66
#Head to the Graveyard entrance from the Commonlands loc(-1305, -78, -278). From there take the newly excavated entrance to Longshadow Alley loc(-125, -17, 73). Immediately enter the Thieves' Way. Once in the Thieves' Way head East to the room with the menders union Local 858. Take the door on the southeast. This room gives access to the Four main freeport zones, South Freeport loc(-111, 0, 104). You will enter South Freeport just south of The Freeport Block and Tackle. Head west up the stairs *lower level betrayers use caution there is a lvl 45 epic guard that roams this staircase, wait for him to path out of harms way before ascending the stairs. Directly north of the top of the staircase there is a building with a basement entrance, The Militia Recruiting Center, that should be clickable. Enter here.

#Avoid guards as you make your way to The Militia Recruiting Center, a clickable trapdoor next to 2 Freedom Road -160.
#Once inside hail the freeport trooper at the counter. Tell him 'Here you go' when he asks for a pass. The militia troopers will all remain non-agro at this time. This might be a good time to familiarise with the mini zone. The door to the northwest leads to a bunk room and the door to the northeast leads upstairs. Take note of the palm tree on the upstairs foyer. Proceed into the bunk room. Behind the bookcases there is a even level, single up arrow Militia Captain. HAIL the Militia Captain *(note his default double click action will be to attack and the whole zone will turn on you without an update). The captain will turn on you ANYWAY and begin a 15 minute timer to both survive and find a way out of the zone. At this point the entire zone will be agro and the front door of the zone is barred. Proceed to the perviously mentioned palm tree. Either double click, right click activate, or default action key to climb up the tree and out of the zone.

#Once inside, do NOT move (unless the mobs are greyed out, if so ignore this step)! Hail the Freeport trooper at the counter from where you stand. Tell him 'Here you go' when he asks for a pass. The militia troopers will not aggro now so okay to enter the room.
#*As a level 15 Dirge I was able to activate sprint just prior before talking to the captain and train my way to the tree with a 100% success rate (which makes this, in my opinion, the easiest of the loyalty lines).

#Take the door to the the north (or the left door way), which leads to a bunk room.
  +
#Behind the bookcases there is an even-level, single up arrow Militia Captain. Right click and HAIL the Militia Captain. He will attack no matter which answer you give. Now run out of the room, make a left and run up the steps, training all the guards behind you (You don't need to kill the Militia Captain). Make a right into the outdoor area and head towards a palm tree which is clickable and zones you out to the front of the basement.
  +
# Exit Freeport using either the marine bell by the docks, or the Thieves' Way, and return to Gil McMartin. If you die, you will automatically revive at the front gate in the Commonlands.

  +
If you do inadvertently aggro the mobs in the zone and they kill you, you will respawn outside the door. You can zone in, run up to the roof where the tree is, and click on it to complete the quest (providing you have already talked to the Militia captain.)
#*I did it today(Aug07) as a 70sk about 10 times, and when talking the second option to the captain, "Let's just wait a minute," for some reason it starts the timer, and calls the guards. But they don't come, and you can leisurely just walk to the tree and zone out. Not sure if it's a bug or what, but makes it quick and painless.

Note: This is the easiest of the Loyalty Quests. Furthermore, it is repeatable if you keep declining the other quests From the Loyalty line from Gil McMartin, he will eventually offer it again.
#* Another way of doing this is to zone in and immediately ignore the guard asking for pass because in 3 seconds he warns you to get out twice before they all attack. Run for the tree and the 3 seconds the guard wastes yelling at you before zone aggros is enough to overcome delay at tree. Timer was still running as I did this and you have plenty of time.

#Return to Gil McMartin
