Elder Yelnar is standing on a rock in the water at ( -1325, -1088, -233 ) Copy/waypoint -1325, -1088, -233 (behind the platform where you fight Dozekar).
Originally it was essential to receive the quest before killing Dozekar and looting Yelnar's Binding Stone -- this is no longer the case. If you already have a binding stone just speak with Elder Yelnar to receive the quest, which will then automatically update.
You need the following components to complete the recipe. An optional portable forge (tinkered or via TS AA) will allow you to craft the combine without leaving the zone:
Only click on and use Yelnar's Research Prism (the reward from this quest) if you want to keep and use the tradeskill apprentice, Elder Yelnar (Dracurion Mastercraftsman). The research prism itself is fully tradable, but the stone it turns into after you use it is no-trade.

Speak to Elder Yelnar and receive the quest -- this may be done either before or after you kill Dozekar.
Speak to Elder Yelnar again, and tell him you have retrieved his binding stone. When you get the option, say "I am ready", and he will give you the recipe Binding Stone Modification
