What does this information mean?

Steps

1. Take Royal Librarian Brinn's signet ring and speak with Murrar Shar once more in North Qeynos.
2. Murrar instructs you to take a few guards and "capture the translator" (Velia, in Crow's Resting Place, Thieves Guild) in order to help unravel the mystery.
3. The Guards have attacked you! Fight back and take the Guard Orders from their bodies, then click the statue to zone in and speak with Velia Truesight who will reveal her secrets to you.
