Increases Reuse Speed of caster by 2.3%. On a hostile ability cast this spell has a 10% chance to cast Flay on target of spell. Lasts for 6.0 seconds. This effect normalizes based off of a three second triggering event. Inflicts 58 - 108 heat damage on target instantly and every second. Increases Reuse Speed of caster by 2.3%. Cannot be modified except by direct means
