In order to receive this quest, select the third option from Brandus Levine: "I know you're selling refugees back to the Far Seas Trading Company" and follow the prompts from there.

Speak to Anders Blackhammer at The Crossroads. He is used in several quests, so you might have to wait for him to respawn.
Hail him for quest update, Anders will attack you. You do not have to fight him as he will probably kill you! You can complete the quest even if you cannot defeat Anders. (He is level 20.) Hail and run.
Return to Brandus for the next quest.
