1. Speak to Vorai (The Guide), who is wandering around on the Elemental Portal Gallery to get her quest: Celestial Doctrine.
2. Complete the following Heroic (Weekly) quests from the "a Planar Chronicler Vol 2", and simply complete the two Public Quests:
   • The Elemental Planes: Preparation (Heroic I) weekly mission
   • The Elemental Planes: No Turning Back (Heroic II) weekly mission
   • A Chapter on the Elemental Planes (Event Heroic) weekly mission
   • Doctor's Order: Eryslai, Winds of Twilight Public Quest mission
