Endless Persistent Instances don't have a minimum or maximum timer. You can enter and exit the instance as frequently as you wish, as long as you meet the access requirements. These requirements can vary, such as:
- Completing a quest
- Being on a specific step of a quest
- Picking up an item
- Agnositc Dungeons: someone else from your group is still in the instance
