Bestow the roses on any other player in the game. Do this by "using" the rose from your inventory or clicking it in your hotbar, not by trading it to the other player.
The roses are grabbed with the Collecting ability; buffs and time reducers to Gathering will have no effect
You get 3 roses per collect
As you do this quest, you can also get credit for My Romantic Reputation, which grants titles, based on how many roses you give to other players.
The timer marking players as those that already received a rose resets after an hour. Not only can you give them another one after an hour, but you will also receive credit for doing so. (Source: Kaitheel).
