if one is considerably below level 80, and has done no adventuring or faction quests in Moors, the Froglok Guards will be aggressive, and the Merchants will "not want your business."
To easily resolve, and gain positive faction with ALLthreecamps within the Moors, spend time on the island Brokenskull Rock cleaning out the already aggressive pirates; After a time, one will max out faction to Ally with the three "important" factions in the Moors. (island is also a good place to practice the Safe Fall skill)
