Requires a level 80 tradeskill. (I was able to do this quest with level 75 - please confirm lower levels)
The fresh herbs look like small stalks of wild grass, and grow inside Riliss itself. They are located next to rocks, stone structures and the stone wall/hill surrounding the city. When you mouse over one, you will see a tooltip that says "fresh herb."

I should fill a bag with the fresh herbs that grow around the Iksar encampment of Riliss (0/10).
