You need 16,600 natural faction with the Order of Rime to get the quest.

Steps

1. I should look for the Order of Rime scout near the Emperor's Athenaeum.
   • Click on the body. ( 858, -130, 159 ) Copy/waypoint 858, -130, 159
   • an ancient guardian will spawn and attack you, kill it.
   • Click on the body again to get Order of Rime satchel.
2. Return to Delreri Feldrek.

Rewards

• large Charasis pillar
• At least 41g 63s 17c
• Completing this quest gives +2600 faction with The Order of Rime
