Find clues in the Halls of War. Inspect both of the following:
5 emissaries of war ( 70, 7, 414 ) Copy/waypoint 70, 7, 414. Unfortunately, there are only three of this mob and they are on a 5-10 minute respawn timer.
Reinspect the ceremonial weapons rack.
Inspect the Rune of Arbo (5 minute respawn) at ( 149, 0, 365 ) Copy/waypoint 149, 0, 365. If Rune Master Arbolis is not up, click on the weapon rack again to spawn him and he will place the Rune of Arbo on the ground.
