The following locations are not absolute, they just give an idea of where they may be located. The spawns seem to be at random locations around and about the points below. You can use the Track Harvestables ability or a Gnomish Divining Rod to track the shards.
Harvest four shards, which spawn at semi-random locations:
Find the Talisman pieces. Each of the targets is a small ring event, with a re-spawn of the event in about 15 minutes. If the named mob doesn't spawn during a particular ring event, wait 15 minutes and try again.
Frosthorn: Kill Bloodrage at the westernmost fire pit in the Jagged Plains at ( 111, 25, -541 ) Copy/waypoint 111, 25, -541. Kill the minotaur groups surrounding the fire pit to start the ring event.
Bron Frosthorn will not update the quest, and if you get him you are at the wrong location.
Numbfoot: Kill Chieftain Iceburn at the World Tree Root in Hollowfrost Grove at ( -639, -18, -300 ) Copy/waypoint -639, -18, -300. Kill the Numbfoot groups surrounding the Tree to start the ring event.
Icegill: Kill Master Webclaw in Icegill Lagoon at ( 487, -35, -1622 ) Copy/waypoint 487, -35, -1622. Kill the four goblin groups to start the ring event.
You may wish to do Rainscour's ( 157, -31, -1210 ) Copy/waypoint 157, -31, -1210 questline at the same time, as his final quest also requires killing Webclaw.
Don't exit the instance or you can't get back in for 1.5 hours to do it all over again. Note, if you die, you will return in Everfrost, which means this will apply, unless you can revive instantly or have someone else bring you back.
Kill the linked mobs in each room to unlock the doors.
Once you reach the fourth room, get close to the Shade of Tobrin. Once he is attackable, kill him and his four linked adds.
Examine the "eyepatch chest" that appears
When you try to leave the room, you will be attacked by Master T'Lys and his 6 linked level 45 ^ Minions.
As soon as the minions are dead, T'Lys says "Curse you! Our paths will cross again!" and you are awarded Tobrin's Mystical Eyepatch.
