Transmute the level 1 daggers Raffik gives you to get 2 Lapis Lazuli Fragments, or have 2 fragments already in your inventory.
Speak with Tyla Maki at ( 763, 27, 600 ) Copy/waypoint 763, 27, 600.
Craft an Adornment of Pirate Energy from the recipe provided. There is a workbench at the Highland Outposts at ( 337, 189, 514 ) Copy/waypoint 337, 189, 514. You will need 2 Lapis Lazuli Fragments and 1 Basic Coal.
- The crafting requires Adorning counters. If you do not have the Adorning skill you may get it from Sala Maki at ( 759, 26, 599 ) Copy/waypoint 759, 26, 599.
