Part of a small ring event. Clear all the dust adders in Spirit Valley, then clear the wave of dust vipers that spawn around his rock. Either he will spawn, or a totem that gives a temporary buff will spawn. If he doesn't spawn, wait for the dust adders to respawn and try again.

Has a pretty damaging noxious detrimental, bring a few cure potions if you can't cure. Otherwise tank n' spank.
