Note: One source of Highland Chargers is to stand at ( -121.12 49.80 -23.81 303.22 0.00 0.00 ) and look over to the pillar that rises out of the water in the oasis. There is usually one up there. Targeting and pulling it with a mercenary (I was using a flying one, and I needed to tell it to back off once it got there,) will bring it down into the oasis so you can kill it.
