Make sure that your Brokenskull Illusion is applied, otherwise you can't get the update from Fip Marrsquire.
After completing the Officer Training quests you should consider holding off completing this quest in order to retain the Brokenskull Officer Disguise, as the illusion reward from this quest doesn't act as a disguise. Quests in and around Gunthak's Shanty will be much easier with disguise still available for you to use.

Steps[]

Use the Brokenskull Officer Disguise. You may have to cancel the illusion and re-equip it after talking to Fip to get Petty Officer Kimtiz to talk to you.
Hail Petty Officer Kimtiz in the Brokenscale Loft ( 919, 29, 832 ) Copy/waypoint 919, 29, 832, and complete her subquests to earn the Brokenskull rank of Petty Officer:
Raid the plans by approaching the area at ( 857, 21, 968 ) Copy/waypoint 857, 21, 968 and getting the two updates from clickable tables and two from scrolls on other tables.
Return to Fip Marrsquire.
